Summary

Everyone is gathered at Charlotte's Coffee House discussing the new requirement that all official documents must be authorized with an arcane mark by a government sorcerer, when news breaks of a brewing rior at the docks. Soldiers bring an injured soldier to the coffee house for assistance. After some debate, they are healed by Lucas and then sent packing. Svald investigates the riot and reports that the crowd is burning an effigee of the harbourmistress and talking about going to the warehouse where the components for the marks are stored. Svald and Skalla go to look out for Stormsvallvåg interests at a neighboring warehouse and help pull injured dockworkers form the fray. Welumque and Lucas go to the neighboring enclave to check on things there, while Pierre runs to the Stormsvallvåg main house to get support and Hilde holds things down at the coffee house. The warehouse is dismantled by the crowd, and Skald summons some mists to cover the rioters retreat as reinforcements of crown soldiers arriver across the bay.

Prologue

[Narrator] 14 Ogdoamenas (late summer), 1721 M.E.
[Narrator] It’s been even warmer than usual this month, exacerbated by the unrelenting Ogdoamenas humidity. Life goes on and trade continues apace, but tempers are short.
[Narrator] Rumors abound that a new commander will soon be appointed to Alhusan Al’aswad. Elderly Prelate Beaufort has recently taken ill in Lequeot, which has many concerned. Vinmarker troops wander the streets of Fastning Irena, ostensibly to keep the peace.
[Narrator] Compounding the annoyance of the troops' presence is the recent proclamation of a new tax from Vinmark, requiring a royal army mage to validate all legal documents with an arcane mark. The discussion in Charlotta's tonight is as heated as the early evening streets.
