Voice Kailas is a respected Voice in his middle years, a genealogist and expert on family relationships.  He speaks with authority, at much greater length than can be presented here, on matters of national censuses and land rolls and other such matters.  But the essence is simple: ''[[The Hypothesis of Dwindling]], by Kailas Nemni''.  Afterwards, the audience response is mixed.  Some nod wisely, a few seem very perturbed, especially among the Voices, and many, especially the youth, seem completely baffled.
