Poppa Roq was a cultist of the aztec titan [[Huracan]] that the characters encountered in New Orleans. He gave [[Aimee]] a magical guitar that siphoned her divine energy in order to summon Huracan back into this plane of existance in the form of a powerful storm which threatened to engulf the city.
