Kavreshar is a high-ranking dragon (as they account such things - all dragons are high-ranking compared to humans, of course...) and servitor of Vrag who lives near the city. Kavreshar's goals and motives are not always clear, but he is certainly a powerful motivator for people to keep in line. It is rumoured that he can take the form of other creatures in order to pass unnoticed in the city. Naturally this makes people paranoid and suspicious.
The relationship between Kavreshar in Andusk and the wyrm Kavreshar in the material plane is unknown.
